Santiago Caps Fix (+Signs Fix) v1.1 mod for ETS2 1.45.

Fixes missing capital letter on Santiago city name
As of 1.45-0.1+ now includes a Signs fix that should reslove conflicts with other maps
if you find any blank signs in Santiago please comment coordinates of the sign
