Belarus Timezone Fix V2.46.2 mod for ETS2 1.46.

Little fix that includes "def/country/belarus.sii" file from RusMap. If loaded after any map that alters that same file (RusMap - ProMods RC) it will add back the correct timezone in Belarus.
