SibirMap Timezone Fix V2.7 mod for ETS2 1.49.

-Updated for SibirMap 2.7.0

Little fix that includes both "def/country/russia.sii" and "def/country/kazakhstan.sii" files from SibirMap. If loaded after any map that alters those same files (RusMap, RusMap - ProMods RC, Road to Asia...) it will add back the timezones included by SibirMap.
